What is required is a deliberate restructuring of the legislative system, beginning with three fundamental reforms.

– Sustained Citizen Engagement and Voter Education.

Nigerians must begin to understand the strategic importance of the legislature beyond election periods.

For too long, political conversations in Nigeria have been dominated by presidential and governorship elections, leaving National and State Assembly elections largely at the mercy of political godfathers, party structures and money politics. This must change.

There must be continuous, deliberate and nationwide engagement with citizens to awaken their consciousness about the constitutional responsibilities, powers and importance of the legislature.

Nigerians must be encouraged to ask the right questions, scrutinise the records of candidates, examine their legislative experience, assess their competence and demand accountability from those seeking to represent them.

The electorate must move beyond sentiments, party affiliations, ethnic considerations and political endorsements to electing individuals with demonstrable capacity, integrity and commitment to public service.

A legislature that is not consciously owned and monitored by the people will inevitably become an instrument of a privileged political class. The future of the Nigerian legislature begins with an informed electorate.

– End the Constituency Projects Model and Redefine the Role of Lawmakers in Project Identification.

The existing constituency projects arrangement requires urgent reconsideration. We strongly advocate that the legislature should be stripped of the responsibility and associated powers of nominating, allocating or directly influencing the execution of constituency projects through arrangements that blur the boundaries between legislative oversight and executive implementation.

The constituency projects model, as presently operated in Nigeria, creates unnecessary opportunities for corruption, political patronage, conflicts of interest and questionable accountability.

Lawmakers are elected primarily to make laws, represent their constituents and exercise oversight over the executive. They should not be placed in a position where their legislative responsibilities become entangled with the nomination, allocation and execution of public projects.

We therefore advocate the abolition of the present constituency projects model and the introduction of a more transparent, people-driven alternative.

Under this proposed arrangement, lawmakers should be permitted to identify developmental needs and recommend projects in consultation with their constituents. Such recommendations should then be forwarded to the appropriate government ministries, departments and agencies for assessment, budgeting, approval and implementation.

The executing agencies must retain full responsibility for procurement, contract awards, disbursement, execution and accountability.

This approach will preserve the representative role of lawmakers while strengthening institutional boundaries, reducing opportunities for abuse and ensuring that development projects genuinely reflect the needs of the people.
Lawmakers should represent the people, not become contractors or project administrators.

– Transition to a Part-Time Legislature.

Nigeria must also begin an honest national conversation about transitioning to a part-time legislative system.

We believe that the present structure, with its enormous financial demands and associated political privileges, requires a fundamental review.

A properly structured part-time legislature, supported by efficient committees, scheduled plenary sessions, adequate research facilities and strong administrative structures, could significantly reduce the cost of governance.

It could also help redirect public resources towards critical sectors such as education, healthcare, infrastructure and security. More importantly, a part-time arrangement could encourage the participation of competent Nigerians who are genuinely passionate about public service and lawmaking, rather than those primarily attracted by the financial privileges and political advantages associated with legislative office.

However, such a transition must be properly designed to preserve legislative independence, ensure effective oversight and prevent the emergence of a legislature that is less accessible or accountable to the people.
Public office should be an opportunity to serve, not an avenue for financial comfort.

Our Position: The Time for Fundamental Legislative Reform is Now.

These three proposals may not represent every reform required to reposition the Nigerian legislature, but they provide a practical starting point for a more credible, independent, accountable and people-centred institution.
We must confront the reality that a legislature whose electoral process is controlled by political godfathers, whose representatives are entangled in questionable project arrangements and whose operational structure places enormous demands on public resources will continue to struggle with credibility and public confidence.

We cannot continue to operate the same system, expect different outcomes and blame Nigerians for losing confidence in the institution.

The National and State Assemblies must be liberated from political patronage, strengthened through citizen participation and repositioned to perform their constitutional responsibilities without unnecessary distractions.

At HallowMace Africa, our position is clear: The legislature must belong to the people, not to political godfathers.

We are not advocating a weaker legislature, but a more effective, independent, affordable and accountable legislature.

Nigeria cannot achieve sustainable democratic growth while its legislature remains structurally vulnerable to political capture and institutional inefficiency.

The legislature must be rescued, reformed and returned to the people. Anything short of deliberate and far-reaching reforms will only perpetuate the existing challenges and continue to stunt the growth and development of legislative democracy in Nigeria.

God Bless Nigeria.

Amb.
