The House of Representatives Committee on Petroleum Resources (Downstream) has reaffirmed its determination to pursue comprehensive legislative reforms aimed at strengthening Nigeria\u2019s downstream petroleum sector, promoting energy security, and creating a more stable environment for operators, investors, and consumers.<\/p>\n
The commitment was made during a strategic stakeholders\u2019 engagement convened by the Committee to examine the challenges confronting the downstream petroleum industry and identify practical solutions that will support sustainable growth.<\/p>\n
The meeting brought together key players across the petroleum value chain, including regulators, refiners, independent petroleum marketers, major energy marketers, depot operators, transporters, and other industry stakeholders.<\/p>\n
Chairman of the Committee, Hon. Ikenga Ugochinyere, while addressing participants, explained that the engagement was not designed as a platform for confrontation but as an opportunity for constructive dialogue among partners with a shared responsibility to strengthen Nigeria\u2019s petroleum sector.<\/p>\n
He noted that lasting reforms in the downstream industry cannot be achieved through isolated decisions but through cooperation and understanding among lawmakers, government agencies, private sector operators, and other critical stakeholders.<\/p>\n
According to him, the Committee recognizes the strategic importance of the petroleum sector to Nigeria\u2019s economy and is committed to developing legislative interventions that will address existing challenges, improve efficiency, and protect the interests of Nigerians.<\/p>\n
He said the Committee\u2019s reform agenda would focus on promoting domestic refining capacity, encouraging fair competition, improving energy security, removing unnecessary regulatory bottlenecks, and establishing a predictable business environment capable of attracting investment into the sector.<\/p>\n
\u201cThe downstream petroleum sector remains one of the most strategic pillars of Nigeria\u2019s economy. Every litre of petrol, diesel, aviation fuel, kerosene, and Liquefied Petroleum Gas (LPG) distributed across the country supports transportation, agriculture, manufacturing, healthcare, telecommunications, power generation, national security, and other critical sectors,\u201d he stated.<\/p>\n
He stressed that as Nigeria continues to implement reforms under the Petroleum Industry Act (PIA), there is a need for continuous engagement between government and industry operators to ensure that policies achieve their intended objectives.<\/p>\n
During the engagement, the President of the Independent Petroleum Marketers Association of Nigeria (IPMAN) Alhaji Abubakar Shetima highlighted several challenges affecting the operations of independent marketers and the wider downstream petroleum sector.<\/p>\n
The association identified high financing costs, multiple taxation, inadequate storage infrastructure, logistics challenges, pipeline vandalism, foreign exchange instability, and limited access to locally refined petroleum products as some of the major factors affecting business operations.<\/p>\n
IPMAN explained that independent petroleum marketers play a critical role in the distribution of petroleum products across Nigeria, noting that they account for a significant percentage of retail outlets nationwide.<\/p>\n
The association urged the Committee to recognize independent marketers as strategic partners in achieving the objectives of the Petroleum Industry Act and in building a more efficient petroleum distribution system.<\/p>\n
Among its recommendations, IPMAN called for improved access to locally refined products, affordable financing mechanisms, reduction of excessive regulatory costs, modernization of petroleum transportation and storage infrastructure, and the establishment of strategic petroleum reserves.<\/p>\n
The association also advocated for stronger institutionalized consultation between government and industry operators whenever major petroleum policies are being developed or reviewed.<\/p>\n
It maintained that regular engagement with stakeholders would help prevent policy gaps and ensure that government decisions reflect the realities of businesses operating within the downstream value chain.<\/p>\n
Also speaking at the meeting, the Executive Secretary of the Major Energy Marketers Association of Nigeria (MEMAN), Mr. Clement Isong, presented recommendations aimed at improving petroleum product distribution, reducing logistics challenges, and strengthening Nigeria\u2019s energy security.<\/p>\n
MEMAN emphasized the need for the government to prioritize alternative transportation systems, particularly rail freight, for the movement of petroleum products across the country.<\/p>\n
The association explained that greater reliance on rail transportation would reduce pressure on highways, lower logistics costs, minimize road damage, and improve the efficiency of petroleum product distribution.
\nMEMAN also called for the completion of dredging activities on critical waterways connected to petroleum depots, noting that functional waterways would provide additional transportation options and enhance supply chain reliability.<\/p>\n
The association further recommended a review of the Cabotage policy to encourage greater participation of indigenous operators in coastal petroleum transportation.<\/p>\n
According to MEMAN, creating an enabling environment for local operators in marine transportation would boost investment, create employment opportunities, and strengthen Nigeria\u2019s capacity in petroleum logistics.<\/p>\n
A major recommendation presented by MEMAN was the urgent rehabilitation of Nigeria\u2019s national pipeline network.<\/p>\n
The association described pipelines as the most efficient and cost-effective means of transporting petroleum products and urged government to restore the system as the primary channel for nationwide distribution.<\/p>\n
MEMAN also proposed that existing NNPC depots should be repositioned as strategic petroleum reserves to support national supply security during periods of disruption or market instability.<\/p>\n
The association called for the publication of clear and transparent pipeline operational guidelines and stronger coordination among government agencies, refiners, marketers, depot owners, and transporters.<\/p>\n
Responding to the submissions, Hon. Ugochinyere reiterated that Nigeria\u2019s pipeline infrastructure remains a strategic national asset that must receive urgent attention.
\nHe explained that pipelines should not be viewed merely as commercial facilities but as critical infrastructure necessary for national economic stability and energy security.<\/p>\n
While acknowledging the importance of strategic trade corridors that currently support petroleum distribution across the country, the Committee Chairman emphasized that restoring and maximizing the use of pipelines remains a national priority.<\/p>\n
He also reaffirmed the Committee\u2019s support for domestic refining, noting that increased local production would reduce dependence on imported petroleum products and strengthen Nigeria\u2019s economic resilience.<\/p>\n
However, he stressed that the Federal Government must retain the authority to regulate petroleum imports whenever necessary to protect national interests, stabilize supply, and safeguard consumers.<\/p>\n
He cited the recent increase in Liquefied Petroleum Gas (LPG) imports as an example of how strategic importation can complement domestic production.<\/p>\n
According to him, the increase in LPG supply contributed to improved availability and helped drive down cooking gas prices across the country, demonstrating that imports can serve as a temporary intervention when required to address market challenges.<\/p>\n
The Chairman assured stakeholders that all recommendations and submissions made during the engagement would receive careful consideration as the Committee reviews existing legislation and develops proposals to strengthen the downstream petroleum industry.<\/p>\n
He expressed appreciation to all participants for their constructive contributions and commitment toward finding solutions to the challenges affecting the sector.<\/p>\n
Hon. Ugochinyere further assured Nigerians that the Committee would continue to work with all stakeholders to build a downstream petroleum industry that is transparent, efficient, competitive, and sustainable.<\/p>\n
